To bring together CIRCs, Soochna Seva Kendras, Digital Public Libraries and ITE Kendras from across the country, help them recognise and adopt best proven practices and enhance their endeavors to exceed set goals and expectations.
VISION
To acknowledge and award champions within the CIRC family who overcame the toughest challenges and helped bring greatest community transformations with human effort, driven by the spirit of digital empowerment.

Manju Dhasmana
Lead – Community Affairs/Corporate, Social Responsibility, Microsoft India.
She drives Microsoft’s CSR mandate of building skills and employment opportunities for youth. She also leads the portfolio of partnerships with NGOs on technology, employee engagement and disaster response. Manju has worked extensively in the development sector for 15 years on issues of health, gender, rights and access.
Anirban Mukerji
Senior Manager – Wireless Reach, Qualcomm
Based in New Delhi, India, he manages Qualcomm’s Wireless Reach™ initiatives in India and South Asia. Qualcomm believes access to 3G and next-generation mobile technologies can improve people’s lives. Qualcomm’s Wireless Reach initiative is a strategic program that brings wireless technology to underserved communities globally.
Soumya Sarkar
Editor of VillageSquare.in and Managing Editor of India Climate Dialogue
He is former National Editor in Mint, a sister publication of the Hindustan Times published in partnership with the Wall Street Journal. He has worked as development and communications consultant with organisations that include the World Bank and the Aga Khan Development Network. Soumya is deeply interested in science and technology issues.

Osama Manzar is an entrepreneur, author, speaker, editor, columnist, and new media specialist who spearheads the mission of Digital Empowerment to overcome the information barrier between India’s rural sector, and the so-called developed society. He founded Digital Empowerment Foundation (DEF), the not-for-profit organisation to accomplish this mission. After having run successfully a software company, 4Cplus, Osama decided to sell off his options and concentrate on the social sector using his expertise, experience and knowledge. DEF was founded by Osama in December 2002 with the aim to bridge the gap between people and ICT.

Deputy Programme Director- Media & Communication, Digital Empowerment Foundation
Ravi Guria is a Media person and Film-maker with over 15 years of experience. He has been associated with a number of prestigious media organizations with a special focus on empowerment and development. Currently, he is heading Media, Communication, Design & Awards departments at Digital Empowerment Foundation as Deputy Programme Director- Media & Communication. He is spearheading a number of projects such as Social Media for Empowerment and e-Heritage.
