National Institute of Electronics & Information Technology (NIELIT), an Autonomous Scientific Society under the administrative control of Department of Electronics & Information Technology ( DeitY), Ministry of Communication and Information Technology, Government of India, was set up to carry Human Resource Development and related activities in the area of information and technology and has been approved as one of the assessing and certification bodies for IT literacy.

Aiming Digital Literacy in rural area, Community Information Resource Centre has been started in which computer education and other digital services are provided. To provide IT literacy, CIRC have initiated BCC (Basic Computer Course) and CCC (Course on Computer Concept) in its three centre Tura, Chanderiyaan and Kanpur under certification of NIELIT during which at end the of courses examination is conducted and provide certificates to enrolees.

After completing the course the student will be computer literate and will be able to acquire confidence in using computer techniques available to users, recognise the basic components of computer and terminology, understand data, information and file management, use e-Governance applications and computer to improve existing skills and learn new skills.

These courses and benefits of them will also available to other CIRC centres after permitted them through NIELIT.
